At Wright State, the tuition and fees are covered by central administration
for research grants that pay full overhead.  (Actually, they do some creative
accounting and don't budget any income for T&F for GRAs supported by grants
and so no one acctually pays the fees!)  On other grants we charge actual
T&F - there are some institutions that have developed an average rate per
quarter/semester (i.e., $1100 per quarter).  Check the new A-21 changes for
some items on this.  My advice is continue to waive the fees and avoid
the accounting nightmares.
