I was reading about some of the problems encountered with PHS and NSF regarding
 returned proposals because of type size, page limitation etc.  What happens in
 your office when a proposal is returned?  Does the PI complain to the Dean, Pr
ovost, President or is the PI just slapped on the wrist and told "I told you if
 you followed the directions, this would not have happened".  Who bears the bru
nt of the returned proposal?
