We have also had several proposals returned from NSF because of publications is
sues.  The problem here was the PI did not split the publications as stated in
the GREAT GRESE.  You should have 5 pertaining to the research and 5 of the lat
est pubs.  We had the PI re-distribute the pubs and then we mailed it back pron
to.  Worked well.
