At UMAB the only way we would consider an application from a non-faculty
member is to have a UMAB faculty member agree to serve as the principal
investigator and assume responsibility for the oversight of such a project.
We have great concerns about the University being used to seek funds for an
individual external to the University over whom the University has no control.
The question of meeting academic standards also comes into play.  In order for
UMAB to consider such an application, it would have to be very unusual cir-
cumstances and there would have to be some benefit to UMAB to participate in
