In response to the question about how to allow non-faculty types to be PI's:
At Yale, an applicant must have either a faculty or a "research" appointment in
order to be a principal investigator.  We have seen a number of "courtesy"
appointments recently where depatments will appoint an investigator to an
appropriate title (not faculty) in order for them to apply for and accept
outside funding.  There must be some connection to Yale, however, some kind of
ongoing appointment.  In a few cases, when the investigator cannot be appointed
at the required level, a faculty member in the department will act as the PI,
with the investigator listed as "project director."  Again, however, we do not
allow anyone to be listed as PI or project director without a connection to a
Yale academic department.
You're right about the side issues.  For instance, we've just extended a
courtesy appointment to a noted scholar--he was all set to go out and start
raising funds for himself, using Yale's name and his connection to other
prominent faculty in the department.  We made it very clear that any proposals
MUST be processed through the Grants Office per our usual routine and he is not
allowed to even talk to an agency or foundation without the permission of the
department chair.  We certainly don't want his proposals conflicting with any
from our "legitimate" faculty.
