UTIA Office of Sponsored Programs
The Office of Sponsored Programs (OSP) at the University of Tennessee Institute of Agriculture seeks a full-time Grants Coordinator to provide technical support and assistance to faculty and staff in the preparation of applications for external funding. OSP strives to provide the highest quality of support to faculty, staff, and research administrators by facilitating proposal preparation and submission; reviewing, negotiating and accepting contracts; and managing awards. In addition, OSP ensures compliance with federal and state laws and UT policies, to clarify submission procedures and processing of awards for external sponsored program funds and to ensure a uniform administrative process.
OSP is committed to the professional development of its team and supports and encourages attendance to NCURA, SRA and other member organizations pertinent to the research administration field.
Duties and Responsibilities:
Position provides technical support and assistance to departmental faculty, including identification of funding opportunities consistent with research, education, and extension missions, contract/proposal preparation, budget development, assembly of proposal packages, and electronic submission of proposals via agency-specific electronic means or other specified guidelines. Coordinator works directly with faculty and in coordination with the sponsored programs management team assuring timely routing of proposals to external funding agencies and unit offices. Position reviews contracts and subcontracts prior to submittal to approval authorities. Assists proposal team members prepare required support documents in accordance with sponsor guidelines, including conflict of interest, CV, and current and pending support records. Coordinator works to help faculty, departments, units, and the University receive appropriate credit and funding for proposals submitted, including multi-disciplinary, multi- institutional, and multi-state proposals.

Required Qualifications:
    *    Grants Coordinator II: Minimum 3 years' experience working in a professional office environment with a Bachelor's degree, or 2 years' experience working in a professional office environment with a Master's degree
    *    Grants Coordinator III: Minimum of 6 years' work experience relevant to research administration/sponsored programs with a Bachelor's degree, or 4 years' work experience relevant to research administration/sponsored programs with a Master's degree
Minimum Required Skills and Abilities:
    *    Working knowledge of Uniform Guidance (2 CFR Part 200)
    *    Proficiency in interpreting federal regulations
    *    Knowledge of federal regulations related to externally funded sponsored programs and the requirements of state, federal, private, and non-profit funding agencies
    *    Ability to deal effectively and tactfully with personnel at all levels
    *    Excellent interpersonal skills and ability to work individually and in a team environment under stressful and time-sensitive conditions
    *    Ability to manage competing priorities and meet time-sensitive deadlines
    *    Ability to maintain a strong customer-service oriented environment
    *    Strong verbal and written communication skills with a demonstrated ability to communicate effectively
    *    Excellent command of the English language including excellent reading comprehension
    *    Ability to work collaboratively with others at various levels both within and outside the University
    *    Strong organizational, analytical and problem-solving skills
    *    Independent decision-making abilities
    *    Detail-oriented and have high level of initiative
    *    Proficiency with Microsoft Office tools, in particular with Excel

    *    Experience working in a central research office at a research university
    *    Proficient in using sponsor specific submission systems such as Fastlane and grants.gov

You could cost share the time as you described or you could reduce their effort on the grant by less than 25% from what was approved without triggering the need for a Prior Approval request per 2 CFR 200.308.

1. Are senior/key personnel on a grant application required to obtain a Commons username?
Yes, effective for all submission for due dates on or after January 25, 2022, NIH will require all individuals listed on the R&R Senior/Key Person Profile (Expanded) Form to have an eRA Commons username (Commons ID).
To obtain a Commons username, one must contact the eRA Commons signing official (SO), administrative officer (AO) or an account administrator (AA), all of whom have the privileges to search for and affiliate or create an account. Before creating a new account, it is important to first search to see if the user already has an existing eRA Commons username.
Follow these steps to search for a username in eRA Commons:
o  After logging into eRA Commons, click the Account Management (Admin) button.
o  Select the Admin tab, then Accounts, then Account Management.
o  The Account Management System's Search Accounts screen will open in a new browser window.
o  On the search accounts screen, make sure the checkbox for Search only within my organization is not checked. You want to search the entire Commons database for the user so that you do not create a duplicate account.
NOTE: When searching outside of your organization, it is possible to exceed the maximum of 500 results that can be displayed. Make sure you have enough information from your user to do a thorough search.
o  Enter the search criteria, using as much information on the user as is available to you. But remember some users may have a legal name that is different from what they use every day, for example "Bill" for "William". The percent sign (%) may be used as a wildcard for the different name fields to assist in broadening the search.
o  When done, select the Search button.

Hello,

Yes, the ID is required for any/all Senior/key Personnel.
We had a situation recently where even though a collaborator was listed as an "OSC" or Other Significant Collaborator, we received a warning that their Commons ID was missing. They were not listed as Senior personnel.

The warning did not keep ours from being accepted, but it still popped up in the submission. I believe if it's missing from a Senior/Key person, it will not go in.

I believe the answer is yes. I posted the link below, but any personnel (regardless of their appointment or position relative to Prime or Sub) listed on the R&R as Senior/Key Person Profile needs to have a Commons ID (and I believe be appropriately affiliated with their institution, but don't quote me on this bit).

1. Are senior/key personnel on a grant application required to obtain a Commons username?
Yes, effective for all submission for due dates on or after January 25, 2022, NIH will require all individuals listed on the R&R Senior/Key Person Profile (Expanded) Form to have an eRA Commons username (Commons ID).
To obtain a Commons username, one must contact the eRA Commons signing official (SO), administrative officer (AO) or an account administrator (AA), all of whom have the privileges to search for and affiliate or create an account. Before creating a new account, it is important to first search to see if the user already has an existing eRA Commons username.
Follow these steps to search for a username in eRA Commons:
o After logging into eRA Commons, click the Account Management (Admin) button.
o Select the Admin tab, then Accounts, then Account Management.
o The Account Management System's Search Accounts screen will open in a new browser window.
o On the search accounts screen, make sure the checkbox for Search only within my organization is not checked. You want to search the entire Commons database for the user so that you do not create a duplicate account.
NOTE: When searching outside of your organization, it is possible to exceed the maximum of 500 results that can be displayed. Make sure you have enough information from your user to do a thorough search.
o Enter the search criteria, using as much information on the user as is available to you. But remember some users may have a legal name that is different from what they use every day, for example "Bill" for "William". The percent sign (%) may be used as a wildcard for the different name fields to assist in broadening the search.
o When done, select the Search button.
