2 CFR 200.332 does not mention SAM registration as a requirement for subrecipients.  In fact, by the time the UEI is fully implemented by SAM.gov, which will be assigned by SAM.gov, and the DUNS is sunset, they will have a short-form registration that does not include the reps and certs and other time-consuming aspects of the SAM registration specifically for recipients who either may never be a prime recipient (who are required to be fully registered) or do not do much business with federal subawards.

Additionally, 2 CFR 25.300, which governs UEI and SAM, states:

§25.300   Requirement for recipients to ensure subrecipients have a unique entity identifier.

(a) A recipient may not make a subaward to a subrecipient unless that subrecipient has obtained and provided to the recipient a unique entity identifier. Subrecipients are not required to complete full SAM registration to obtain a unique entity identifier.

(b) A recipient must notify any potential subrecipients that the recipient cannot make a subaward unless the subrecipient has obtained a unique entity identifier as described in paragraph (a) of this section.

From my experience, they only need to be registered if an award is likely.  I've worked on proposals where the sub recipient is not registered, but we advise them of this requirement before we could issue a sub award agreement to them.  Once we have heard that an award is likely, we then contact the sub recipient again & ask them to begin the process of registration.

To be a subrecipient, will they need to register with SAM, and if so, does that need to be done before the proposal is submitted?

When I read the agency guidelines, some statements seem to imply that only the actual applicant needs to be registered, while others are a bit more ambiguous.
