From my experience, they only need to be registered if an award is likely.  I've worked on proposals where the sub recipient is not registered, but we advise them of this requirement before we could issue a sub award agreement to them.  Once we have heard that an award is likely, we then contact the sub recipient again & ask them to begin the process of registration.

We may be including a local school/school district as a subrecipient on a federal proposal.

To be a subrecipient, will they need to register with SAM, and if so, does that need to be done before the proposal is submitted?

When I read the agency guidelines, some statements seem to imply that only the actual applicant needs to be registered, while others are a bit more ambiguous…
