It may be that each of these entities operate under a prime federal contract, but this is just a guess. I know that this is the case with all of the national labs in this list.

HI all:
I have long wondered about the organizations that are listed as exempt from 2 CFR Part 200 Subpart E (below). Does anyone know why they are exempt and how one goes about being exempt? I am assuming it has something to do with military funding, but that cannot be the complete answer..
