Like someone else replied, it varies by department at my institution. However, in my department, we have an HR Specialist that actually inputs the distribution of effort into the payroll system, and keeps track of whether the actions get approved, but the Research Administrators are the ones that tell her what to input, and checks later to make sure people are getting paid correctly. Unlike someone else that replied, I think this is the best way to do this because you don't have Research Administrators wasting valuable staff time on basic data entry or tracking the actions through the system.
