Teri,

I think the most appropriate place to provide data on a consultants background for an NSF proposal would be in the Resource & Other Facilities document.  However, you could also upload a bio sketch & or letter of support.

I am submitting a NSF proposal in which the PI wants to include the certifications of the consultant but not list as a key personnel.
Would the credentials be listed in the budget justification?  Also should they include a collaborative letter?
