Hi Nicole - I can tell you what our institution does. The PI for the lead project would be the lead to NSF. The Lead on the second project would be a Co-investigator, and we would have a budget broken down internally for the two departments. If awarded we would create a child account for the co-investigator. We would not submit two proposals to NSF, it would all be kept internal. Alternatively, if the co-investigator wanted equal billing we would allow a Co-PI submission.

They are in the same institution under the same DUNS. We only have one DUNS for our institution. However, the project team has now indicated they want to submit as two collaborative proposals to the same project (one would be the lead). While we did confirm with the NSF help desk that we cannot add ourselves as a subrecipient under the same proposal with the same DUNS, the help desk representative indicated that Research.gov has no such restrictions on having two collaborative proposals for the same project from the same institution. It's unclear whether this is something that is problematic at the review stage, however.
