The PAPPG says to mark the biosketch(es) as "Other Personnel Biosketch) and
upload as a supplementary document.

However, from a recent experience, it's not clear to me that all NSF program
staff are aware of that rule. We were recently asked to take out such a
biosketch from a submitted proposal. It was for the external evaluator, who
is by definition not senior personnel (as that would be a conflict of
interest) - and leaves reviewers with no way to assess their qualifications
to serve in that role. But the program staff member was adamant - either
take it out or they'd return the proposal without review.

Subject: [RESADM-L] Current and Pending Support for Consultants

Good afternoon, fellow admins. I have a question regarding CPS for people
who will be consultants to the proposed project. NSF says we should include
their biosketch but if I attach a biosketch, I’ll be required to attach a
current and pending support.

Problem is that as a consultant, we’re paying a fixed rate fee for their
work and I don’t know how to estimate committed person months.
