Someone else on the IRB other than the current chair/PI will have to chair and approve the discussion of this particular proposal. Do you have a Vice Chair who can take the reins?

A question for you: since we only became a non-profit institution a couple of years ago, we have a fairly new IRB. We have a pending grant with NSF for which we are making revisions right now. We are able to do an expedited IRB review. Our IRB chair is a PI on this grant, and he thinks that he needs to recuse himself from the IRB in order to serve on this grant because it would be a conflict of interest. This is not my understanding; my understanding is that he is still able to be on the IRB and serve as chair as long as one or more other reviewers from among the other members of the IRB—in accordance with the requirements set forth in 45 CFR 46.100—review the application. Am I correct with this? Any guidance will be greatly appreciated.
