On grants, not really. Contracts are a different story.
I have seen rate cards and market rate based compensation in contracts quite frequently. I am most familiar with USAID contracts. They typically ask for rate cards for a variety of labor categories, but are going to ask for biodata sheets for specific individuals that justify the rates proposed.
Keep in mind most contracts are going to have salary cap limitations as well.
Overall, I think it always makes the most consistent accounting sense to just base everything on actual IBS.
