We actually got a lot of really good info and only one of the successful applicants redacted a bunch of info, but even after redactions their strategic aims and research strategies were very informative with regard to style, content, and technical info. I will say, however, that it generated surprise and initial animosity from two of the institutions. One said we should have just asked for the documents. The other had their legal contact our legal, which caused a bit of a stir at our university, until everyone revisited the FOIA and realized that federally funded research is supposed to be open to the public. It was a good education process for all involved. If we had to do it again, we’d ask the institutions first, then utilize FOIA if they were not cooperative. At the end of the day, I think it’s important for PIs and institutions to be reminded that federally funded research belongs to the public and needs to be treated as such, and should lend itself to a more transparent and collaborative environement. Perhaps the request should come from me as Michelle Gooding suggests. We haven't requested very often...I can count on my 2 hands in 20 years the number of times we've requested from FOIA. It's worth a try but not if you're in a hurry. We have done FOIA requests that have taken months.
