And yes, my faculty have also shared with me a legacy expectation within the HEP program that requests for faculty salary are capped at $15k/year.  Again, I have found no evidence of this documented anywhere, and we have been awarded more than this.  The FAQ you just shared eliminates any doubt about this topic in my opinion.

This is a clear 'no', though the language refers to dollars rather than the months of support as asked about in the original post.  We have received guidance from our HEP and Nuclear program officers indicating a $15k/mo cap on PI summer salary.  But again, this is program specific guidance and not DOE policy. Q. Is there a salary cap on Office of Science grants?
A. No. Neither the Office of Science nor the Department of Energy have a salary cap that applies to grants. This is markedly different from the National Institutes of Health (NIH), whose grants and cooperative agreements are subject to a statutory salary cap.
