Specific to NSF, Jean Feldman of the NSF Policy Office said to reach out to your PO for guidance to have NSF formally approve.  She provided this response during an NCURA webinar this morning in which the same question was asked.  Hope this helps.

Since our university has ceased classroom and wet lab work for the moment, we are in receipt of PPE items and equipment which is clearly needed elsewhere.  Some of the items were purchased on active grants for research which is delayed or paused.  My faculty have started asking if we could donate the unused stored supplies.  Has anyone gotten specific guidance to the ability to donate PPE items purchased on active awards?
