I was on the NCURA call this morning "Research Administration in a Time of Disruption: The Impact of COVID-19 on University Research Environment and Management" where Jean Feldman of the NSF Policy Office provided a response to this exact question:
She said that generally donations would not be allowable costs under the UG, but agencies can grant approve exceptions. This needs to be well documented for future audits, of course. Also, if the university can document that the grant is made whole (the donated items replaced with non-grant funding) in the future, it could be okay as well.
She indicated that the NSF FAQs are being updated daily, if not more, and encouraged

Subject: [RESADM-L] Donating PPE Items
Since our university has ceased classroom and wet lab work for the moment, we are in receipt of PPE items and equipment which is clearly needed elsewhere. Some of the items were purchased on active grants for research which is delayed or paused. My faculty have started asking if we could donate the unused stored supplies. Has anyone gotten specific guidance to the ability to donate PPE items purchased on active awards?
