Summer Research Internship - Stipends

Hello - We have several summer research internship opportunities here at our institution (for college undergrads), as I know many other institutions offer as well I'm reaching out for your advice. The interns are paid a stipend and have an opportunity to work in labs where they are placed. My understanding is that if there is an expectation of service in the lab there must be an employee/employer relationship established and the student would be paid a wage and cannot be paid a stipend. Is there any instance where it would be appropriate to charge these stipends to a federal award that does NOT have a training component? Our PI's would like to charge these 'stipends' to their federal awards. Any insight to how this is handled at your institution would be great.
