Would you ever list contractors under personnel on the SF424?  We charge indirects on employees and contractors, when they are charged as direct labor, so it makes sense to list them as personnel, but would an independent contractor always go under Other Costs?

That got me thinking, could you list an OSC from another institution under Personnel or do all Personnel also have to be your employees?  In other words, is being-an-employee the definition for "Personnel"?
