Yes, this happened to me in July trying to submit through Research.gov rather than Fastlane. NSF Help desk said:

If you are still unable to be added as an OAU please request an additional View Only SPO role. Once this role is approved please then have the PI retry adding you as an OAU.

Once this additional role was approved, my PI was able to add me.

I was able to add an OAU to a proposal back in August, but trying to do the same thing this week results in a 'person not found' message (using either the NSF ID or the account's email address).

I've reported to the NSF Help Desk, who said the organization View Only role had to be assigned as well. That has never been part of the OAU role previously.
