Hi, Bonnie.
We are budgeting what is "necessary and reasonable" and this is a "reasonable approximation of what (we) intend to spend." Merit raises are going to be provided to the personnel without fail regardless of the funding source, and we are applying a consistent formula to all personnel (with the exception of those above the cap). These are the true, expected project costs.
Hi, Andrea.
The unobligated salary funds are not too great relative to the entire budget; and more often than not, one may carry over an unobligated balance to the next year without prior approval.
Hi, Vicki.
That's a great idea to post the question to Michelle Bulls. I would do it, but I did not attend the national NCURA meeting.

When we submit proposals we are certifying that everything is accurate. Averaging salaries over any amount of years would not be accurate. Aren’t we supposed to budget salaries based on our payroll systems?

So.... say you average expected salaries across the five years and report it as a flat figure across those years.... That means that in year one (at least) you have budgeted too much for salary. You'll need that money in the out years, if/when raises occur. Has anyone had issues with NIH challenging the carryover to make that adjustment possible?

Attendees at NCURA Annual Meeting 61 received a survey yesterday asking for a question to pose to Michelle Bulls at NIH – if anyone received that Survey Monkey link and hasn’t already submitted a question, that could be a good opportunity to ask for more info and share concerns with her. I already responded to the survey so my link no longer works.

I agree that the rule is ridiculous. As it stands, personnel are expected to pledge X% of their effort to a project, and we are expected to cover their salaries for that effort. If realistic wage increases are not allowed, we are then being asked to make a decision: either reduce effort or cost share. The standard FOAs for R01s, R21s, etc., state that cost sharing is not required. So while NOT-OD-12-036 is in effect, we will continue to use an average of the salaries we honestly anticipate having the pay from a grant's budget.
