The Associate Director of IT Operations in ORIS, Office of Research Information Services, sets the direction and execution of organizational operations with a focus on effectively and efficiently delivering high quality electronic research administration systems to the UW Research community.  Successful candidates must be outstanding leaders and be highly capable of making independent judgments in prioritizing critical information to make decisions in support of the UW’s Research Enterprise.

Office of Research Information Services (ORIS), a division of the Office of Research, coordinates, develops, and supports electronic research administration for faculty and staff at the University of Washington. Goals include:
Improve service to Principal Investigators (PIs) and research and administrative staff, enhance their ability to obtain funding, reduce their workload, and streamline the processing of their proposals.
Provide authorized individuals with convenient access to timely information on the status of proposals and awards.
Increase the efficiency of the research community to meet growing workload and compliance demands with limited resources.
Maintain the University of Washington's position as a leading public research University.

The Associate Director of IT Operations in ORIS is a key leader in the support of UW’s goals of maintaining the role of the nation’s highest-funded public research university and one of the top research institutions in the world.  Last year over 6400 proposals were submitted and awards totaled over $1.3B.  The ever growing complexity and regulation of the grants management lifecycle has resulted in an increased need to develop electronic research systems that help streamline the grants management processes.  Vendor supported and custom developed software that improves the researcher’s experience in attaining and maintaining grants will have a direct impact on the University of Washington’s ability to remain competitive in retaining top researchers and the research funding they bring in.  The culmination of the products ORIS delivers and supports will be an integrated one-stop-shop for research administration and compliance, resulting in the most effective and efficient grants management process in the country.

RESPONSIBILITIES:

ORIS Leadership, Strategy and Execution

Accountable for overall effectiveness of organizational operations, with direction from the ORIS Director/AVP for Research.
Responsible for proper alignment of organizational activities to the ORIS Mission and making progress toward Vision.
Strive to ensure a strong organizational dynamic exists, resulting in positive moral and higher work productivity.
Ensure ORIS goals are aligned with the Office of Research and UW goals and ORIS makes measurable advances toward attaining those goals.
Help set and drive delivery of unit-wide objectives and key results (OKRs) and ensure team and individual OKRs align and meet unit objectives and key results. Strive to measure organization value and using those measures to continually improve the unit’s effectiveness.
Responsible for setting unit metrics and measures and reporting outcomes to leaders, staff and other key stakeholders.
Govern the operational improvement initiatives for the unit.
Partner with other units and key leaders in research administration and IT.
Partners with UW Research Roadmap program leads to ensure software development products align with strategic initiatives.
Help support a mission driven culture by continual communication and promotion of the ORIS Mission/Vision and objectives to staff and key stakeholders
Develop presentations and communications that promote the importance of the work ORIS does in supporting the UW’s Research Enterprise
Represent the UW Research Enterprise locally (UW internal and Seattle area partners) and Nationally (FDP, NCURA, other)

ORIS IT Operations and Product Delivery Management

Formulate overarching organizational annual objectives, documents, measures and reports on outcomes with direction from the AVP.
Responsible for managing the unit’s operating budget, create budget forecasts based on expected and unexpected changes in revenues and expenses, and partnering with the ORIS Administrator to ensure the budget is balanced year over year with direction from the AVP.
Overall responsibility for the delivery of all ORIS software products.
Responsible for the continual improvement of software delivery through use of methodologies such as DevOps, Lean-Agile practices and the use of Kanban and Scrum SDLC.
Ensure a transparent work environment using Lean-Agile product delivery tools (Jira).
Accountable for the support and up-time of all IT assets on premise and in the AWS cloud.
Oversee technical staff in identifying necessary technology renewal and refactor requirements.
Evaluate existing and emerging technologies to determine applicability to ORIS infrastructure and expected benefit to UW Research Enterprise.

Oversee HR Management and Resourcing

Set direction and manage staff expectations, roles, responsibilities and goals.
Continually communicate and work with managers to ensure the staff’s individual and team expectations are clear and organizational objectives are commonly understood.
Help identify and encourage appropriate professional development opportunities for managers and that they are identifying such opportunities for staff.
Accountable for assessing resourcing needs and staffing appropriately.
Ensure managers are receiving the appropriate training and management tools to oversee that staff understand and adhere to UW HR policies and procedures.
Develop position descriptions, recruit and hire staff and work with direct reports to create, manage and adhere to professional development plans.
Manage staff performance and if necessary implement performance corrective action.
Other duties as required.

REQUIREMENTS:

Bachelor’s degree; business administration or research oriented preferred.
A minimum of 7 years of progressively responsible and related experience.
Demonstrated abilities in the areas of project management, budget forecasting and management, organization, quality assurance and improvement, and process improvement.
Ability to effectively lead and participate in complex teams.
Experience with organization IT models and use of reference architectures such as TOGAF, ITIL, SAFe, IT4IT, etc.
Demonstrated abilities in negotiation and issue resolution across organizational lines.
Experience in higher education processes, applications, and systems; familiarity with a complex large research university is preferred.
Previous management experience in a leadership role.
3 years of overseeing cross-unit management/teams.
Demonstrated interpersonal and communications skills (both written and oral) are required, as well as the ability to work both independently and as part of a team with academic researchers and others.
Experience using Lean-Agile development methodologies.
Strong knowledge and experience in Microsoft products including: Word, Excel, Visio, Power Point.

Equivalent education/experience will substitute for all minimum qualifications except when there are legal requirements, such as a license/certification/registration.

DESIRED:

Knowledge and experience with research administration and the technology, compliance, government and sponsor requirements, and other issues that comprise the industry.
Experience working in a University setting or other not-for-profit organizations with Research administration experience.
Experience using business maturity models and applying to the organization.
Development of organizational operating models.
