Afternoon Donna - We purchase vehicles from time-to-time for foreign projects, including ATVs.  If properly approved, yes the purchase would be allowable.  Yes, you could consider having it be part of a subaward, as long as there is sufficient justification for a vehicle in the proposal, there is no preclusion to having it be bought by the subawardee.

What happens at the end can vary depending upon the type of award and sponsor.  Sometimes it is sold, sometimes it is taken by the sponsor and sometimes it is given away.

If a PI who is applying for a federal grant wants to purchase an ATV (All-Terrain Vehicle) that costs $6-8K for a research project in Ghana, Africa that requires off-road access, would this be allowable by your university (assuming it is allowable by the funder?)

Would you consider to include this amount as a subaward to a partner university in Ghana that assists with the research?

If so, in either case, what happens to the ATV that is in Ghana at the end of the project?
