At the University of Central Florida, we have to submit the proposal to our Office of Research 5 business days prior (10 if cost share is involved) to the agency deadline. An exceptions must have the Dean and VP of Research approval. Our VP does not approve all requests.  I work in one of the colleges, and my deadline for most proposals is noon on the day I have to submit to the Office of Research. If I have a big deadline or many proposals due on the same day, I will bump up my deadline to give myself more time.

So far my 30 or so PI's has done pretty good with these new rules. It did, however, take the VP herself to come over and have a meeting with the PI's to inform them of the change and allow them to ask questions, etc. I feel is she hadn't done that, they wouldn't have complied so easily.

If by firm deadline you mean a meaningless, toothless published policy that no one adheres to or enforces because everyone is too scared to dare tell a faculty member no and/or hold them accountable for their own actions and behaviors then yes, we have a firm deadline of 2 days prior to the submission date.
