Depends on the purpose for which the speakers are being engaged. I'm assuming you are applying to an NSF program. Perhaps this is funding for a conference?

If the speakers are recipients of training or are engaged themselves for education purposes, then yes.

If not, I would otherwise understand them to be consultants.

Certainly their travel would not come under item E as explained below.

Look more closely at the purpose of the RFP and then the summary and scope of the overview and project description. Then discuss with the PI.

We have a program officer who is asking us to move conference speakers travel to participant costs. Here's the program officers response when we questioned:

The speakers are also participants.  Section E is only travel for Pis/co-Pis/students and others listed in section A.

Has anyone else had experience with this?
