We used to use the FDP FCOI Institutional Clearinghouse to make that decision. It used to list the agencies that had adopted the FCOI training requirement, but has recently stopped this practice and recommends consultation with the  private agencies on an individual basis. It should be noted either on the sponsor webpage, in the solicitation or on the award notice. We do not apply this requirement to all sponsors.
