I contacted Grants.gov via Twitter, and was advised to call or send email to report: < Please contact the Support team to for help & to track the potential issue: 1-800-518-4726 or xxxxxx@grants.gov >.

I sent an email and received their automated 'we've got it' response, so it looks like email is getting through. I would suggest creating the help ticket by phone or email to document your inability to connect.
