Hi, Donna,
My initial instinct would be to work with the sponsor to let them know that the Co-PI has left the institution, and not name a replacement unless there is a programmatic need to do so. You definitely have a point on the cost share - if the work the Co-PI was responsible for is already done, what would be the effort/cost share for a replacement?
