Does anyone have a well developed rubric to guide scoring for an RFP, which we might use as a good example to guide us as we prepare a call for undergraduate research proposals to be funded with internal institutional resources?  We have advised that the basis for scoring should be included in the RFP, as is standard practice with extramural sponsors.
