Yes -- 1.0 FTE for 6 months is equivalent to 0.5 FTE for 12 months, for the purpose of calculating effort/total salary. If your PI were changed to 1.0 FTE for 12 months, wouldn't the salary then be doubled to $300,000?
Everyone must be put on a level playing field to determine whether they are over the salary cap. E.g., one person who is paid $150,000 for 1.0 FTE for 12 months would not be equivalent to someone paid the same salary for 0.5 FTE.
