Any residual inventory would be under the control and expected authority of the PI who is running the project. Sometimes inventories can be substantial and should be addressed by the PI and/or the financial closeout office. One such instance that I recall was a project when I worked at Stony Brook where the PI was working on fruit fly genetics and in this instance there were tens of thousands of dollars of sugar in inventory. As I recall, the PI evaluated the inventory of sugar at a particular date.
