Intangible assets include: patents, trademarks, copyrights, etc. If the proposal being submitted will be utilizing any of these items and there is a use cost involved, you need to assert, or declare this upfront to them: What the asset is, and what the actual (during award period) and potential cost would be to use it, should the proposal be awarded and create something useful.

Subject: [RESADM-L] DTRA - Intangible Property Assertions
Hello,
An investigator at our institution will be applying to a DTRA announcement (HDTRA1-16-24-FRCWMD-Call) which requests "A statement of Intangible Property Assertions". No other information is included in the instruction other than this specific wording. We emailed the announcement contact to see whether there is a template format and received a response that the format is at the discretion of the applicant. Does anyone have a sample format they would be willing to share?
Thank you in advance,
Wendi
