Hi Jean,
There was a brief government shutdown in 2013, and for our purposes we continued to operate internally as per the usual. The agencies sent out letters with instructions which mostly involved deadline extensions for the period of the shutdown, and wecommunicated that info to the faculty as appropriate. Otherwise we kept processing applications to meet existing deadlines to be sure they were marked in grants.gov as on time. We went ahead and did advance accounts for any faculty who we identified as expecting renewal funds in October so they could keep working. Besides that we mostly tried to keep the faculty as calm as possible while we did all the panicking for them :-)
With Warm Regards,

Subject: [RESADM-L] Independent Research Institutes during a Govt Shutdown
This query is not intended as an alarm, merely a hypothetical.
Are there any other institutions looking at amending SOPs to include What If scenarios in the event of a Government Shutdown? Most believe that such an event would have as much likelihood as a Zombie apocalypse and probably deserves as much consideration at this point, but there were some sincere questions asked around the table today. If the government shuts down, does the PMS system stay open? Do grant deadlines get extended? What happens to reviews or projected start dates? Do we delineate between essential and non-essential personnel? Should this be included in our Disaster Recovery plans?
Lots of questions, fewer answers. I'm guessing there's minimal experience with this. It seems like we've had some near misses in the past. I know we've had State government shutdowns in California when legislators couldn't agree, but I couldn't recall a time when the Feds actually went that far. Any thoughts, responses?
Jean
