If there are no special restrictions on the award AND there is no change in scope, NIH prior approval is not required.  Internally we use http://icahn.mssm.edu/static_files/MSSM/Files/Research/Resources/Grants%20and%20Contract%20Office/NPAF__Rebudgeting.pdf to document in cases such as these.

If, as a result of the rebudgeting and purchase, effort of key personnel effort is significantly reduced (more efficient = less person time needed) that would require prior approval, but that's a different request.

Good Afternoon,

I have a very successful faculty member who has received considerable NIH funding and funding from some other sources.  A large piece of equipment is breaking down in her lab.  To replace it would be approximately $100,000.  She holds a R01 and is thinking about asking for a re-budget to purchase the equipment.  She is confident it is not a scope change.  The equipment will make her lab more efficient to complete the SOW in the R01 proposal.  I have never made such a large re-budget request to NIH.  Does anyone have any advice to offer?  Does NIH frown on such requests? Is she better off not to even approach NIH with this request?
