If there are no special restrictions on the award AND there is no change in scope, NIH prior approval is not required. Internally we use http://icahn.mssm.edu/static_files/MSSM/Files/Research/Resources/Grants%20and%20Contract%20Office/NPAF__Rebudgeting.pdf to document in cases such as these. If, as a result of the rebudgeting and purchase, effort of key personnel effort is significantly reduced (more efficient = less person time needed) that would require prior approval, but that's a different request. A large piece of equipment is breaking down in her lab. To replace it would be approximately $100,000. She holds a R01 and is thinking about asking for a re-budget to purchase the equipment. She is confident it is not a scope change. The equipment will make her lab more efficient to complete the SOW in the R01 proposal. I have never made such a large re-budget request to NIH. Does anyone have any advice to offer? Does NIH frown on such requests? Is she better off not to even approach NIH with this request? Thank you!
