I agree. While it is true that the proposals are institutional property, intellectual effort needs to be respected. And I never give out a proposal to anyone without the approval of the principal investigator on that proposal. That being said, I will sometimes meet with junior people and show them pages of a proposal to show the organization, outline, style. For those who say that they need a template, I tell them that we are lucky because there is no recipe or absolute gold standard for how to write most grant applications. Conventions sure, and yes, take a look at how others have approached this. But the important thing is that they have something to say and present it in a clear way.
