If I could make a suggestion? I agree with an earlier response that suggested that these types of manuals are highly specific to the organization. That being said, may I suggest you google "preaward manual" and take a look at what shows up? Several universities and hospitals actually post their manuals online. It would at least give you a framework to go by....
