Good question!

I was under the impression that while the IRB should have a non-affiliated member, this person is not required for a quorum.  As opposed to the non-scientific member who MUST be present for a quorum.

Correct?

You might aslo check with Realtors. They know everybody in town. I moved here 2 years ago and recruited the husband of my Realtor as a non-affiliated member.
