Regarding the question about publications, proposal submissions, etc, I would think that the expectations would vary depending on discipline and field. I'm assuming that you're looking at either "hard sciences" or medical/clinical fields, since you'd rarely have a 100% research position in, say, the humanities. ;-) But in order to set a "standard" for all your PhDs, you'd want to take issues of discipline etc into account, as well as complexity. By complexity, I mean that an article in Nature and an article in People Magazine might both be considered a publication, but would not have equal weight. Likewise, a small proposal to a private foundation (1-page budget and 3-page narrative) is still a proposal, though a full NIH or Dept of Energy proposal is much more complex and time consuming. I'm not sure if this is the kind of feedback you were looking for, but it's what immediately came to mind. Best of luck, and I'd be interested to hear what you end up settling upon. They act like we are the only university that has ever had any issues with required approval of publications, control over dissemination of research results and the fact that we are leaning towards a license and not an assignment of title.
