When to Return a Grant to an Awarding Agency

Good Afternoon.
Does anyone have a policy/procedure they follow as it relates to institutional transfers of grant awards?
I have a PI who was awarded a grant after leaving the institution and would like to have it transferred to another institution but has not been hired by one yet.
How long do you keep an award before you return to the granting agency?
