Hello,

We have some federal grants from the NSF and NASA that allow for student scholarships.  Typically, these scholarships are setup where the student does not receive a refund of any scholarship amount awarded that exceeds the charges on the student's account (i.e. tuition, fees, & housing-if they live on-campus).  I'm writing to confirm whether or not this is correct.

Are there regulations that prohibit federal grant scholarships from being refunded to the student if they have other awards that paid for the charges on their account?  Do the scholarship amounts just need to remain within the cost of attendance as defined in section 472 of the Higher Education Act of 1965?
