Happy New Year Charlie and friends,
Yes, we use our NICRA on SBIR / STTRs, however, we're looking at developing a policy that would allow a lower rate (26%) to be used on Phase 1s so that the small business has sufficient funds to complete the work (Phase 2s would be at our regular rate).

Subject: [RESADM-L] IDC rate on STTRs
Does your university typically use its federally negotiated rate when recovering indirect costs on a sub-award off an STTR grant?
Thx
