I think most people who want to see sample applications are primarily looking for guidance on format and organization. Of course, many applications must be written to conform with specific guidelines that are in RFAs. But on top of that each applicant applies their own imprint of style that conforms to conventions and best serves the specific study being proposed. The variety of approaches to the different R-, K-, P-, and U-series proposals is kinda interesting. So, effort spent filleting a proposal and removing just the bare outline (with sub-headings and hint of paragraph size, page length, and use of tables/graphs) might lead to a nice sample...whose sharing would raise few issues of IP or for PIs.
