One of our Iowa counties just went through an audit, and they were told by USDA that one person needed to do an annual "time study" to figure out how her time should be split between three federal projects.  Is there any standard way to do the time study?  Has anyone else been told they need to do that?  Is it OK to use Toggl, HiTask or WorkStudy+, etc?  Is there any standard way or certain protocol to follow?  How long do you have to track time?
