We have just recently encountered this requirement for the first time and are wrapping our heads around it. Our interpretation is that when an award has the DBA provision, we must purchase the insurance for all labor force paid from the grant (proportionate to the effort), including our employees, consultants on the project (both domestic and international), and subcontract employees paid under the project. We will also flow down this requirement to the subs for second tier subcontracts, however first tier subcontract employees will be covered directly by us.

Our insurance area is requesting information on how other universities handle insurance for employees training to foreign countries under federal funding.
Does your university obtain Defense Base Act coverage (essentially federal workers compensation) for all employees traveling to foreign countries under federal contracts or grants?
Or do they acquire this coverage only for employees who travel to US bases located in foreign countries?
Specifically, do other universities acquire this insurance for employees traveling to foreign countries under federal contracts or grants when the travel is for purposes such as attendance at foreign conferences or technical exchanges?
