Yes, we apply the fixed price residual policy across board for both federal and nonfederal funding. Prior to transferring any residual funds from the sponsored project account we require the attached form to be completed and signed by the PI's department head.

Good morning,
I am trying to implement a residual policy. For those who have the policy can you tell me do you apply this policy consistently to fixed agreements that are federal and nonfederal? Is your main reason for reviewing residual balances to ensure proper cost principles were used to build the budget? And, large residuals call into play proper costing? Finally, did time and effort affect your policy as large balances can indicate not properly charging the PI time and one could assume the effort for this project was charged to another grant/project
