The requirements of the FITW require that the evaluator be named in the
proposal and I believe a resume is also required, which seems to fly in
the face of any competitive bidding process.

How are you handling procurement of evaluators for this opportunity? Since
particular qualifications are listed, are your PIs naming qualified
evaluators in the proposal or putting it out to competitive bidding
post-award?
The applicant is encouraged to select an evaluator with experience in the
design and management of evaluations designed to meet What Works
Clearinghouse Evidence Standards.
