Jeannine, We were told by a program officer's email that subawards were not allowed. We tried to get clarity on this but to no avail. After several unanswered phone calls to the agency, we plan to use the contractual line item for the partner subcontracts as described in EDGAR. However, the FITW budget guidelines state that the contractual line is to be used for the evaluators. I don't see how you can pay partners from other institutions without having subcontracts. but then again I don't know how they can call this a "training grant" with 8% indirects when this is clearly a research proposal. I will be curious to learn how others are handling this too.
